£757,000,000 SOFTWARE BILL — Half MISSED the Deadline and HMRC Shrugs: "So that is a cost"

Published 11, Sep 2026

Description:
Treasury Committee, 9 September 2026 — Work of HM Revenue and Customs

HMRC's chief executive was told he was "answering a different question" when asked how long a council tax revaluation for England would take, and admitted it is "years". The same hearing covered the £2m home surcharge and home visits, the £757 million software bill for Making Tax Digital that almost half of the first cohort ignored, HMRC phone cut-offs, and a pub rates cut funded by money that does not arrive until the end of 2028. Dame Harriett Baldwin, Dame Meg Hillier, John Glen and Chris Coghlan questioned John-Paul Marks and Jonathan Athow.
